China Tightens Export Controls on Lithium Battery and Graphite Materials
China has announced export restrictions on lithium battery components and artificial graphite anode materials, effective November 8, 2025, to protect national security and regulate exports of critical dual-use technologies.

China has announced new export controls on key lithium battery components and artificial graphite anode materials, tightening oversight of critical technologies used in electric vehicles and energy storage systems.
This was announced by the Ministry of Commerce and the General Administration of Customs, stating that the export controls aim to 'safeguard national security and interests' and comply with international non-proliferation rules. Approved by the State Council, the measures will take effect November 8, 2025, covering lithium battery components and artificial graphite anode materials.
The new rules bring several high-performance lithium-ion batteries (with an energy density of 300 Wh/kg or above), cathode and anode materials, and manufacturing equipment and technologies under export control. This includes lithium iron phosphate (LFP) and nickel-cobalt-manganese (NCM) cathode materials, artificial graphite, and related production technologies such as granulation, graphitisation, and coating.
Exporters of these items will now be required to obtain licenses from the competent department under the State Council before shipping. They must also declare whether goods fall under the 'dual-use' category or not, with detailed technical parameters included in customs documentation. Customs authorities will withhold clearance for shipments under review.
The announcement signals Beijing’s continued effort to maintain greater control over its strategically important battery supply chain, as the global demand for EV and energy storage materials surges. The Export Control List of Dual-Use Items will be updated simultaneously with the enforcement of these measures.
