Chhattisgarh Invites Bids for 380 MW/760 MWh Standalone BESS Projects

Chhattisgarh State Power Distribution Company (CSPDCL) has issued a tender for 380 MW/760 MWh standalone battery energy storage projects to be connected to 36 substations across Chhattisgarh. Bid submission ends on September 30, 2025.

Chhattisgarh State Power Distribution Company (CSPDCL) has floated a tender to set up 380 MW/760 MWh Standalone Battery Energy Storage Systems in Chhattisgarh under Tariff-based Competitive Bidding.

The projects will be setup under a build, own, operate (BOO) model. The projects are not eligible for viability gap funding (VGF) support.

The projects will be located in the vicinity of 36 substations (SS) across Raipur, Baloda Bazar, Bilaspur, Raigarh, Janjgir-Champa, Durg, Bemetara, Balod, Mahasamund, Surajpur and Rajnandgaon district of Chhattisrah, selected under 6 packages.

While 2 SS in Surajpur and another 2 SS in Raipur will have a capacity of 30 MWh, the other 32 SS will have a capacity of 20 MWh each. Individual sub-station shall be treated as a project and the group of such projects is called as package The bidder has to bid for these packages.

Bidders need to pay INR 29,500 as a tender document fee. Further, they need to furnish INR 2.20 lakh/MW as an earnest money deposit (EMD). Selected bidders need to deposit INR 11 lakh/MW as performance bank guarantee (PBG), prior to signing of battery energy storage purchase agreement (BESPA).

The last date for submission of bids is September 30, 2025. The techno commercial bids will be opened on October 1, 2025.

The minimum bid size will be 100 MWh. The capacities offered under other packages are: Package 1 and 4 – 100 MW each, Package 2 – 120 MWh, Package 3 – 160 MWh, Package 5 and 6 – 140 MWh each. Bidders may quote different bidding price for different packages.

BESSD shall be required to setup a Battery Energy Storage System (BESS), with the primary objective of making the energy storage facility available to CSPDCL for charging/discharging of the BESS, on an ‘on demand’ basis.

The project must be designed for interconnection with the CSPDCL’s substation. CSPDCL will provide required power for charging BESS considering minimum system efficiency under the agreement. The BESSD shall guarantee a minimum system availability of 95 percent on an annual basis.

Land shall be provided through Right-of-Use basis by CSPDCL to the project developer.

The BESPA shall be valid for a period of 12 years from the date of full commissioning of the project.

The RfS proposes to promote only commercially established and operational technologies to minimise the technology risk and to achieve timely commissioning of the projects.

The net worth of the bidder must be at least 74 lakh/MW of the quoted capacity (in MW), as on the last date of previous Financial Year, i.e. FY 2024-25 or as on the day at least 7 days prior to the bid submission deadline.
