Chhattisgarh State Renewable Energy Development Agency (CREDA) has announced that it has issued a tender for the execution of 20 MWp grid-connected rooftop solar photovoltaic (PV) systems under the Resco model.
Also, the solar power generated through such projects will be employed for government buildings at different locations in the state.
According to the Chhattisgarh State Electricity Regulatory Commission (CSERC) (grid interactive distributed renewable energy sources) Regulations, 2019, consumers can set up a solar energy project (Renewable energy system) under net metering, directly or via Resco model i.e. the generated solar power will be utilized for captive application and the surplus power will be injected into the grid, subject to fulfilment of all the technical requirements.
It’s objective is to fullfil renewable purchase obligation (RPO) via procurement of solar power by the distribution licensee and proliferates the solar rooftop projects in Chhattisgarh.
As per the tender details, the grid-connected projects may be either one or combination of – grid-connected net-metered systems; and grid-connected systems for consumption within premises in line with the CSERC Regulation 2019.
The scope of work includes design, engineering, supply, installation, testing and commissioning along with comprehensive operation & maintenance (O&M) for 25 operational years of grid-connected rooftop solar PV projects.
Further, the levelized tariff quoted by the bidders for 25 years considering rate will not exceed Rs 4.00/- per unit for government buildings, the document added.
The last date and time for submitting tender is April 15, 2020, up to 1:00 p.m., while the pre-bid meeting of interested bidders likely to be held on April 03, 2020, at Raipur.
For capacity applied, each bidder can apply for minimum 1 MWp capacity and a maximum of 5 MWp capacity in the state, wherein CREDA can reserve the right to allocate the capacity anywhere in Chhattisgarh.
Also, the size of each project will be in the range of 1kWp to 500kWp at each location. However, one project may comprise of several rooftop units or cluster of installations in a given area or district. Each rooftop unit can separately connect with the grid and can have separate meters.
Meanwhile, the non-refundable bid processing fee is Rs 59,000 inclusive of 18 percent GST while the bid security will be charged at Rs 5 lakh per MW.
