Chandigarh Homeowners Face Action for Failing to Install Rooftop Solar Systems

Over 4,000 homeowners with properties of 500 square yards or more in Chandigarh have received resumption notices for failing to comply with the mandate to install rooftop solar power plants under the PM Surya Ghar: Muft Bijli Yojana.

WIth the aim of boosting the adoption of solar energy in Chandigarh, the UT Estate Office has issued resumption notices to nearly 4,000 homeowners with properties of 500 square yards or more for failing to comply with mandatory rooftop solar power installation under the PM Surya Ghar: Muft Bijli Yojana.

It may be noted that the UT Administration made installation of rooftop solar power plant mandatory eight years ago in the year 2016. However, out of 6,408 eligible one-kanal (500 square yards) properties registered under the solar scheme, only 1,867 homeowners have installed rooftop solar plants so far. The remaining 4,541 households have been issued a two-month deadline to comply or face legal action.

According to the regulations, it is mandatory for all residential properties measuring 500 square yards or more to install rooftop solar systems. To encourage participation, the PM Surya Ghar: Muft Bijli Yojana offers subsidies that cover 60 percent of the installation cost for solar systems up to 2 kW and 40 percent for systems between 2 and 3 kW, with a maximum cap of 3 kW.

Moreover, media reports indicate that to further boost solar energy adoption in the region, the administration has now lowered the threshold for mandatory installations. Under the new amendment, property owners with plots of 250 square yards or more are now also required to install rooftop solar systems. This move follows a directive from UT Adviser Rajeev Verma, who has asked the Secretary of the Urban Planning Department to amend the bylaws and expand the mandate to smaller properties.

In an effort to accelerate the adoption of solar energy, Deputy Commissioner Vinay Pratap Singh has been instructed to take strict action against those who fail to comply. Non-compliant property owners with plots of 500 square yards or more are now being issued property resumption notices, which could lead to the confiscation of their properties.

 
As per reports, homeowners who fail to meet the two-month deadline risk facing proceedings under Section 8A of the Capital of Punjab (Development and Regulation) Act, 1952, which could lead to the resumption or cancellation of their property. These actions are also aligned with Rules 10 & 14 of the Chandigarh Estate Rules, 2007, and the Chandigarh Building Rules (Urban), 2017, which have been amended over time to prioritise renewable energy integration.

Following the issuance of these notices, there has been an uptick in inquiries from residents regarding the installation process. Many have applied to take advantage of the financial incentives offered under the scheme.

The stringent action aims to expedite Chandigarh’s transition to renewable energy by ensuring wider compliance with the city’s solar mandates. Authorities hope this will serve as a reminder of the government's commitment to cleaner energy and reduce the region's dependence on traditional power sources.
