CERC Grants One-Month Extension to TEQ Green for Commissioning of 10.8 MW Wind Capacity, Condones Delay

Central Electricity Regulatory Commission (CERC) allowed TEQ Green Power XI a one-month extension for infirm power injection, condoning filing delay and enabling commissioning of remaining 10.8 MW wind capacity.

The Central Electricity Regulatory Commission (CERC) has granted TEQ Green Power XI Pvt. Ltd a one-month extension to inject infirm power for commissioning activities of 10.8 MW wind capacity, while also condoning a delay in filing the petition.

The order, dated March 23, 2026, pertains to TEQ Green’s 151.2 MW wind power project connected at Kallam pooling station. The company had approached the Commission seeking additional time to complete trial runs and commissioning of four wind turbine generators (WTGs), each of 2.7 MW capacity.

Out of the total project capacity, the developer had already commissioned a substantial portion, with 99.9 MW successfully charged out of 110.7 MW for which first-time charging (FTC) approvals were obtained. However, the remaining 10.8 MW capacity could not be commissioned within the stipulated timeline.

The petitioner cited multiple force majeure-like conditions, including severe law and order issues, vandalism at the project site, and unprecedented monsoon rains between May and September 2025. These events led to flooding, damage to access routes, and disruptions in the movement of manpower and equipment. In one instance, critical equipment at a turbine site was vandalised, further delaying progress.

The Western Regional Load Dispatch Centre (WRLDC) had already granted extensions for infirm power injection up to the regulatory limit of 135 days. Beyond this period, approval from the Commission was required under the provisions of the Indian Electricity Grid Code.

The Commission observed that while the petitioner failed to file the application within the prescribed timeline, resulting in a delay of 38 days, the reasons cited were largely beyond its control. Exercising its “Power to Relax” under the Grid Code, the Commission condoned the delay.

On the request for extension, CERC noted that granting additional time would prevent the stranding of ready renewable energy capacity and facilitate orderly commissioning. However, instead of the 45 days sought by the petitioner, the Commission allowed an extension of one month from the date of the order, considering the commissioning plan submitted.

The Commission directed TEQ Green to complete all pending trial run and commissioning activities within this extended period. It also clarified that the relief was granted strictly for enabling infirm power injection and should not be construed otherwise.

With this order, the Commission aimed to balance regulatory discipline with practical challenges faced in project execution, while ensuring that renewable energy capacity is brought online without unnecessary delays.
