CEEP, CSTEP, Indicc, Transitions Research Ink MoU with Rajasthan Discoms to Accelerate Rooftop Solar

Centre for Energy, Environment and People (CEEP), Center for Study of Science, Technology and Policy (CSTEP), Indicc, and Transitions Research have signed an MoU with Rajasthan’s power discoms to accelerate rooftop solar adoption and energy efficiency across the state.

Centre for Energy, Environment and People (CEEP), in collaboration with Center for Study of Science, Technology and Policy (CSTEP), Indicc, and Transitions Research, has signed a memorandum of understanding with Rajasthan’s state-owned power distribution companies to accelerate the adoption of rooftop solar and energy efficiency across the state.

The Discoms involved are Jaipur Vidyut Vitran Nigam(JVVNL), Jodhpur Vidyut Vitran Nigam (JdVNL), and Ajmer Vidyut Vitran Nigam (AVVNL).  

The partnership will support the expansion of rooftop solar and strengthen the rollout of both the PM Surya Ghar: Muft Bijli Yojana and the Rajasthan CM Muft Bijli Yojana. The initiative aims to scale decentralised clean energy generation and enable more households to benefit from solar power.

The collaboration will focus on areas such as assessing the rooftop solar potential of cities across Rajasthan, developing decision-support tools, and undertaking capacity-building initiatives for DISCOMs, consumers, and vendors. It will also support the creation of a strategic roadmap for scaling rooftop solar across the state.

As part of this effort, CEEP will develop frameworks to ensure high standards of quality and safety for installed rooftop solar systems, establish vendor benchmarking processes, and strengthen consumer grievance-redressal mechanisms, it said in social media post.

CSTEP will focus on assessment of rooftop solar potential for Rajasthan cities through geospatial and data-driven analysis, the development of decision-support tools, stakeholder engagement, capacity building for DISCOMs and other stakeholders.

Under the MoU, Indicc will evaluate financial and business models for rooftop solar, identifying mechanisms that can drive wider adoption. “The team will also assess climatic risks that influence rooftop system performance, reliability, and long-term financial outcomes,” it said.

Transitions’ contribution to the project will centre around developing, piloting, and proposing scaleups for behavioural solutions. “We will be developing nudges, boosts, workshops, and other forms of engagements with consumers and vendors in order to promote uptake of clean energy and energy efficiency,” it said.
