Bihar State Power Generation Company (BSPGCL) has announced the invitation for bids to establish a 10 MW floating solar project on Phulwaria Dam, embracing the renewable energy service company model.

Bidders have until December 15, 2023, to submit their proposals, with the opening of bids scheduled for the same day. A bid security of INR 12 million is required, and successful bidders must provide a performance bank guarantee within 30 days of the letter of intent issuance.

The comprehensive scope of work involves setting up the floating solar project, including the transmission network up to the delivery point. Developers are responsible for obtaining all necessary approvals, permits, and clearances. State power distribution companies will enter a 25-year power purchase agreement with the chosen developer.

Eligible bidders should have commissioned solar projects totaling 5 MW, with at least one project of 1 MW. Financial prerequisites include a minimum average annual turnover of INR 300 million during the previous three financial years and a positive net worth as of the last date of the previous financial year.

Only solar modules listed in the Approved List of Models and Manufacturers by the Ministry of New and Renewable Energy are permissible.
