BSPGCL Invites Bids for 125 MW/500 MWh Standalone BESS Project at Kajra, Bihar
Bihar State Power Generation Company has issued a tender to select developers for setting up a 125 MW/500 MWh standalone BESS project in Bihar. Bid submission ends on September 23, 2026.

The project must be developed on a build, own, operate and transfer (BOOT) basis. A land parcel of approximately 15 Acres will be provided by BSPGCL within the boundary premises of the Kajra Solar with BESS Power Plants on lease/right-to use basis to the BESSD for the BESS project.
Bidders need to pay INR 25,000 (plus GST) as a tender document fee. They need to deposit INR 15 lakh (plus GST) as a processing fee. Further, they need to furnish INR 13 crore as an earnest money deposit (EMD). Selected bidders need to deposit INR 32 crore as a performance bank guarantee (PBG), prior to signing of BESPA.
The last date for submission of bids is September 23, 2026 till 4:00 PM. The techno-commercial bids will be opened on the same day at 5:00 PM.
Bihar DISCOM(s)/BSPHCL shall enter into a Battery Energy Storage Purchase Agreement (BESPA) with the selected bidders for a period of 15 years.
The BESSD must guarantee a minimum system availability of 95 percent on a monthly basis.
The BESSD shall bear the sole responsibility for arranging the procurement and supply of charging power, preferably from renewable power sources.
Setting up of the BESS and interconnection of the BESS with the InSTS network will be under the scope of the BESSD.
The bidder must have experience in successfully completed or ongoing design, engineering, procurement, testing and commissioning of grid-connected BESS projects with a cumulative capacity of at least 5 MWh, with each project having a minimum capacity of 1 MWh, in India or abroad. The reference plants/projects that are not grid-connected or behind-the-meter applications shall not be eligible for this application.
Alternatively, the bidder must own and operate an operational manufacturing facility in India with a capacity of at least 500 MWh for lithium-ion or advanced battery technologies at the time of bidding.
The Net Worth of the bidder must be at least INR 170 crore as on the last date of the previous financial year. The bidder must also demonstrate adequate financial capacity through any one of the following: an average annual turnover of at least INR 250 crore during the last three financial years; PBDIT of at least INR 50 crore; or an in-principle bank sanction for a minimum INR 140 crore line of credit to meet the project’s working capital requirements.
