Bihar Invites Bids for 10 MW Floating Solar Project at Durgawati Dam

The Bihar State Power Generation Company Ltd. (BSPGCL) has floated a tender for setting up a 10 MW grid-connected floating solar project at Durgawati Dam in the Kaimur and Rohtas districts.
The project is being developed under the Renewable Energy Service Company (RESCO) model as part of the state’s efforts to expand clean energy capacity while making efficient use of water bodies.
According to the tender document, the last date for bid submissions is July 2, with technical bids scheduled to be opened the same day. The selected developer will be responsible for designing, supplying, installing, testing, and commissioning the floating solar plant. The scope also includes the construction of a dedicated high-voltage transmission line for grid connectivity. The project must be commissioned within 12 months of signing the power purchase agreement (PPA) and will be operated and maintained by the developer for a period of 25 years.
As per the tender conditions, bidders are required to have executed at least 5 MW of grid-connected solar projects previously, with at least one project of 1 MW or higher. Financially, bidders must demonstrate an average annual turnover of INR 30 crore in the last three financial years. An earnest money deposit of INR 1 crore is mandatory along with a performance bank guarantee of INR 2.5 crore per MW, valid for 18 months.
BSPGCL has specified a minimum capacity utilization factor (CUF) of 19 percent for the project. Only equipment that is listed under the Ministry of New and Renewable Energy’s (MNRE) Approved List of Models and Manufacturers (ALMM) will be permitted. The tender also requires that the floating solar technology used must be commercially proven and capable of withstanding humid, water-based environments.
This initiative aligns with Bihar’s ongoing push to strengthen its renewable energy portfolio and utilise available water resources for sustainable power generation.
