BHEL Initiates Tender for 5 MW Solar Project at Haridwar Facility
Interested parties must submit bids by February 6, 2024, with an INR 30 lakhs earnest money deposit required.

Bharat Heavy Electricals (BHEL) has unveiled a tender, inviting bids from project developers for a 5 MW ground-mounted solar power project at its Ranipur facility in Haridwar.
The project, set to operate on a build, own, operate, and maintain basis, encompasses a comprehensive scope of work, including development, construction, synchronization, commissioning, operation, and maintenance. The selected bidder will enter into a 25-year power purchase agreement (PPA) with BHEL.
Interested parties must submit bids by February 6, 2024, with an INR 30 lakhs earnest money deposit (EMD) required. The winning bidder is obligated to provide a performance bank guarantee (PBG) of INR 1.285 crores within 21 days of receiving the letter of intent to sign the PPA.
The project is expected to be operational within six months of the PPA initiation, with penalties for delays. Partial project commissioning is not allowed as per the tender terms. Delays of up to one month in commissioning will result in a partial encashment of INR 30 lakhs from the PBG, and delays longer than one month, up to three months, will lead to BHEL cashing the remaining INR 98.5 lakhs PBG.
The declared annual Capacity Utilization Factor (CUF) must meet specified criteria each year. Surplus power generated will be directly sold to BHEL, giving the company the discretion to utilize or sell the excess power.
Prospective bidders must demonstrate a track record of established ground-mounted solar power projects with a capacity of at least 2.5 MW, including individual projects with capacities of at least 1 MW.
Experience in operating and maintaining solar projects of 2.5 MW capacity over the past seven financial years is also a requirement, with projects commissioned and operational for no less than one year.
To participate, bidders need a net worth equal to or exceeding INR 5.14 crores as of the last date of the financial year 2022-23.
