BEST Issues Tenders for 200 E-Buses in Mumbai Under FAME-II

The Brihan-Mumbai Electric Supply & Transport Undertaking (BEST) has announced that it has issued a tender, inviting bids from eligible firms for the public transport of 200 MIDI Electric Buses in the city of Mumbai and its extended suburbs on a Gross Cost Contract (GCC) model under the Fame Scheme Phase II.

The scope of work for the selected firms will include the supply and operation of stage carriage services for the public transport of 200 Midi AC electric buses in the city of Mumbai and its extended suburbs. The vendors/ operators will sign a 132 months’ contract for the operation of the buses in the city.

The Bidders have to quote the rates on ‘Rs per kilometer’ basis for a monthly assured kilometer of 4200 km for the Midi AC electric buses. Taking into account all expenses like purchase cost of vehicles, incentive available to electric buses, cost of operation, electricity, drivers, management of fleet, charging infrastructure, replacement of battery, maintenance of vehicle, etc. required to run the buses for contract period and quote certain amount as Rs/km as GCC rate.

The last date for bid submission is January 7, 2019, and the techno-commercial bids will be opened on January 9, 2019. The financial bids for all the technically cleared bidders will be opened on January 10, 2019. All bidders must submit an Earnest Money Deposit of Rs 50 lakh along with their bids.

BEST had submitted a proposal to the Department of Heavy Industries (DHI) for procurement 500 electric buses by way of wet-leasing under FAME II Scheme. DHI had approved 300 electric buses to BEST. Besides this, according to BEST, DHI may consider giving consent for 40 electric buses sanctioned under FAME India Phase- I into FAME India Phase –II Scheme. For the procurement of these 340 Electric Buses DHI is providing demand incentive.

Maximum Demand incentive available from DHI under FAME India Scheme phase-II will be Rs 55 lakh for a standard bus (10-12 metres) and Rs 45 lakh for Midi Bus (8-10 metres).

To be eligible the Bidders should have executed/ undertaken at least one project of minimum operation of 45 buses in a single order in any part of India or outside India for any state transport undertakings /Government Organization during the last 2 years immediately preceding the date of this Tender. And the bidder should also have a consortium with Electric Bus Manufacturer to ensure the smooth and successful execution of the project and they should have an electric bus manufacturing facility in India.

Furthermore, only those Bidders whose minimum average annual turnover (MAAT) is more than Rs 50 crore shall quote for the Tender.
