Benjamin L. Tlumtea Assumes Role as Member of JERC for Manipur and Mizoram
The establishment of the Joint Electricity Regulatory Commission for Manipur and Mizoram stems from the provisions laid out in the Electricity Act of 2003 and the MoA signed by the respective State Governments.

Benjamin L. Tlumtea has officially assumed the position of Member of the Joint Electricity Regulatory Commission (JERC) for Manipur and Mizoram.
The oath of office and secrecy was administered by the Union Minister for Power and New & Renewable Energy, R.K. Singh. The ceremony took place virtually, with the Minister participating from the Ministry of Power's office in New Delhi.
The establishment of the Joint Electricity Regulatory Commission for Manipur and Mizoram stems from the provisions laid out in the Electricity Act of 2003 and the Memorandum of Agreement (MoA) signed by the respective State Governments.
This agreement authorizes the Government of India to form a JERC on their behalf. Comprising two Members, each representing their respective states, the Commission's appointments are made by the Central Government in accordance with the Act and the MoA.
In line with the MoA's provisions, Tlumtea has been appointed as the Member from the Mizoram side for a term of five years or until reaching the age of 65, whichever comes earlier.
Tlumtea brings a wealth of expertise to his new role, holding a Master of Science and a B. Tech in Mechanical Engineering. His professional journey includes serving as the Superintending Engineer (Commercial) in the Power & Energy Department of Mizoram since March 2022.
Prior to this, he held various key positions within the Power and Electricity Department, including Senior Executive Engineer from November 2014 to March 2022, Executive Engineer from November 2009 to November 2014, and Project Officer from 2003 to November 2009.
The responsibilities of the Commission, as outlined in the Act, encompass regulating tariffs for electricity generation, supply, transmission, and wheeling, both wholesale and retail, within the state. Additionally, the Commission is tasked with overseeing electricity purchases by distribution licensees, facilitating intra-state transmission and wheeling, issuing licenses to transmission and distribution licensees, promoting cogeneration and renewable energy sources, and resolving disputes between licensees and generating companies.
