Behind-the-Meter Govt Captive Projects Commissioned Before June 1, 2026 Exempted from ALMM for Cells

The Ministry of New and Renewable Energy (MNRE) has clarified that behind-the-meter solar projects for captive use by government entities or PSUs must use ALMM-listed modules but are exempt from using ALMM-listed cells if commissioned before June 1, 2026; post that date, both ALMM-listed modules and cells will be mandatory.

The Ministry of New and Renewable Energy (MNRE) has clarified that for behind-the-meter projects for captive consumption of government entities or public sector enterprises are exempt from using Approved List of Models and Manufacturers (ALMM) enlisted solar PV cells, if commissioned prior to June 1, 2026. However, use of ALMM enlisted solar PV modules is mandatory.

It further clarified that that projects commissioned on or after June 1, 2026, are mandated to use both ALMM enlisted solar PV modules and ALMM enlisted solar PV cells.

The clarification came after MNRE received request to clarify that compliance to ALMM list for solar cells is not required for behind the meter connections commissioned prior to June 1, 2026 being executed under RESCO/CAPEX mode for self-consumption.

In May 2025, the MNRE clarified that net-billing, virtual net metering and group net metering are to be treated at par with provisions of net-metering for the purpose of applicability of ALMM.

"The virtual net metering and group net metering are models of net-metering covering a group of different consumers of the same category or the same consumer with more than one service connection, respectively. And, net-billing is a hybrid of net-metering and gross metering," clarified the MNRE.

The MNRE clarified that the government projects were covered under ALMM right from the beginning, and subsequently, open access and net-metering projects were brought under the ambit of ALMM. Therefore, the exemption provided to behind-the-meter solar power plants solely used for captive consumption by a consumer or group of consumers will not be applicable to behind-the-meter connections for captive consumption of government entities or public sector enterprises.
