BEE 2024 State Energy Efficiency Index Shows Maharashtra, Andhra, Assam, Tripura Ahead

The Bureau of Energy Efficiency’s 2024 index assessed 36 states and UTs, spotlighting Maharashtra, Andhra Pradesh, Assam, and Tripura as top performers driving India’s energy efficiency, sustainability, and net-zero transition.

The Bureau of Energy Efficiency (BEE) has released the State Energy Efficiency Index (SEEI) 2024, ranking Maharashtra, Andhra Pradesh, Assam and Tripura as top performers across their respective categories of energy consumption.

The index, developed in collaboration with the Alliance for an Energy Efficient Economy (AEEE), evaluates the performance of 36 states and Union Territories for FY 2023-24, with the aim of promoting data-driven monitoring, sharing best practices and fostering healthy competition.

Launching the index, Akash Tripathi, Additional Secretary, Ministry of Power and Director General of BEE, said energy efficiency remains a central driver of India’s commitment to achieve net-zero emissions by 2070. He underlined that efficiency offers cost-effective solutions across sectors and can play a pivotal role in accelerating the country’s energy transition.

The sixth edition of the index introduces a new implementation-focused framework with 66 indicators spanning buildings, industry, municipal services, transport, agriculture, distribution companies and cross-sector initiatives. These indicators reflect evolving priorities, including electric vehicle adoption, star-rated buildings and demand-side management strategies. States have been classified into four performance categories: Front Runners, Achievers, Contenders and Aspirants, depending on their scores.

Maharashtra emerged as the leader among states with energy consumption above 15 million tonnes of oil equivalent (MToE). Andhra Pradesh topped the category of states consuming between 5 and 15 MToE, while Assam led among states in the 1 to 5 MToE group. Tripura was recognised as the best performer in the below 1 MToE category.

The report notes substantial sectoral progress, with 24 states notifying the Energy Conservation Building Code (ECBC 2017), 10 states introducing energy efficiency policies for MSMEs and 31 states adopting electric mobility policies. Thirteen states are promoting solar-powered agricultural pumps, with Kerala achieving the highest adoption rate at 74 percent. In addition, all 36 states and Union Territories have developed State Energy Efficiency Action Plans, while 31 have established State-Level Steering Committees on Energy Transition.

According to BEE, the SEEI 2024 is designed to serve as a key policy tool, helping states identify gaps, track progress and align their efforts with India’s energy efficiency and climate goals. The report underscores that state-level action remains crucial in shaping the country’s journey towards a sustainable and low-carbon future.
