Assam’s Rooftop Solar Potential Pegged at 13,428 MW: iFOREST

Assam’s rooftop solar potential stands at about 13,428 MW – over five times higher than its current target of 1,900 MW under the Integrated Clean Energy Policy 2025 – highlighting the urgent need for ambitious, economically viable policy measures to unlock this clean energy opportunity, according to a new iFOREST report.

Assam has a rooftop solar potential of about 13,428 MW – over five times higher than the current target of 1,900 MW under the Integrated Clean Energy Policy 2025, estimated a report by International Forum for Environment, Sustainability and Technology (iFOREST), a New Delhi-based independent non-profit environmental and public policy research and innovation organisation.

The report titled ‘Accelerating Solar Rooftop in Assam’ presents the first district, ward, and city-level analysis of the state’s rooftop solar capacity in the state.

Hirdesh Mishra, IFS, Additional Principal Chief Conservator of Forests (Climate Change) and CEO, Assam Climate Change Management Society (ACCMS) said during the launch of the report in Guwahati, “Assam is at a pivotal moment in its climate change and energy journey. Fossil fuel dependence isn’t going to go away soon, but we are making a determined push to accelerate the transition to renewables. As one of India’s most climate-vulnerable states, we urgently need clean, reliable, and locally available energy sources. Solar rooftops are a good fit for this challenge, but economics drives everything. Solar rooftops will flourish as costs come down.”

Bibhu Bhuyan, Ex-MD, APGCL, Professor of Practice, Girijananda Technical University, said, “People of Assam on average consume 370 kWh of electricity, compared to 1,400 kWh consumed at the national level. Rooftop solar expansion must be viewed in the context of Assam's power consumption and economy. Can the government of Assam give subsidies to APDCL to provide better service in remote, far-flung regions? Can the railways and airlines offer transportation subsidies to ship solar rooftop equipment? We need to think big, creative, scalable incentives for customers and developers to embrace rooftop solar.”

With bold thinking and targeted policy action, rooftop solar can play a transformative role in Assam’s energy landscape, stated iFOREST.
