APPCC Seeks 1,000 MW/4,000 MWh from Commissioned BESS Projects

Andhra Pradesh Power Coordination Committee (APPCC) has invited bids to procure 1,000 MW/4,000 MWh of storage capacity from fully commissioned standalone BESS projects across India for two years, extendable by another two years. Bid submission ends on October 14, 2026.

Andhra Pradesh Power Coordination Committee (APPCC) has floated a tender for the procurement of 1,000 MW/4,000 MWh storage capacity from fully commissioned Standalone BESS projects located anywhere in India for a period of 2 years, which is extendable for another period of two years.

APPCC is acting for and on behalf of the APDISCOMs (APCPDCL, APEPDCL and APSPDCL) for this procurement through a tariff-based competitive bidding process.

Capacity shall be allocated on a bucket-filling basis. No new project shall be set up, and only fully commissioned Standalone BESS shall be eligible to participate in the bidding process.

Bidders need to pay INR 1 lakh (plus GST) as a tender document fee. Further, they need to furnish INR 3 lakh/MW as an earnest money deposit (EMD). Selected bidders must deposit INR 10 lakh/MW as a performance bank guarantee (PBG).

The last date for submission of bids is October 14, 2026. The techno-commercial bids will be opened on October 15, 2026.

The projects must be available for 'on Demand' usage by the APDISCOMs.

The BESS developer(s) shall be responsible for making available the contracted storage capacity from eligible, fully commissioned Standalone BESS for charging and discharging operations as scheduled by the procurer.

The procurement shall be through a Battery Energy Storage Purchase Agreement (BESPA) to be executed with the Procurer. The procurer shall provide charging energy at the Delivery Point in accordance with the provisions of the BESPA and the dispatch instructions issued from time to time.
