Andhra Pradesh Power Coordination Committee (APPCC) has floated a tender for setting up three standalone Battery Energy Storage Developers (BESS) with a cumulative capacity of 1,250 MW/5,000 MWh in the selected project locations in Andhra Pradesh.

The capacity is divided across three projects. Project 1, with a capacity of 500 MW/2,000 MWh, has to be set up at the Rayalaseema Thermal Power Plant (RTPP) to be connected to a 400 kV Jammalamadugu Substation in Andhra Pradesh.

Project 2, with a capacity of 250 MW/1,000 MWh, Talaricheruvu RE Project, to be connected to the 220 kV Pooling Substation, and Project 3, with a capacity of 500 MW/2,000 MWh, has to be set up at the NP Kunta RE Project to be connected to the 220 kV Substation.

Each Project shall be separately bid, evaluated and awarded. The projects must be set up under the Build, Own, Operate (BOO) Model.

APPCC may procure up to 25 percent additional BESS capacity under the Green Shoe option, taking the maximum additional capacity to 125 MW/500 MWh each for Projects 1 and 3, and 50 MW/200 MWh for Project 2.

The bidders need to pay INR 3 lakh (plus GST) as the cost of the tender document. Further, they need to furnish INR 5 lakh/MW as an earnest money deposit (EMD). Selected bidders must deposit INR 10 lakh/MW as a performance bank guarantee (PBG), prior to the signing of the battery energy storage purchase agreement (BESPA).

The last date for submission of bids is November 23, 2026. The techno-commercial bids will be opened on November 24, 2026.

APPCC is acting for and on behalf of the APDISCOMs (APCPDCL, APEPDCL & APSPDCL) and will sign a 12-year BESPA with the winning bidders.

The BESSD must set up, operate and maintain a BESS, with the primary objective of making the energy storage facility available to State DISCOMs/SLDC for charging/discharging of the BESS, on an “on demand” basis.

Setting up of the BESS and interconnection of the BESS with the State Transmission Utility (STU) network and entire Operation and maintenance will be under the scope of the BESSD.

The land shall be provided on a right-of-use basis by the Land Owning Entity to the developer, at an annual lease charge of INR 1/acre/year.

The bidder must ensure that the BESS can charge and discharge at a C-rate of 0.25. Additionally, the BESS must be capable of being charged or discharged in blocks of either 50 MW / 200 MWh or 100 MW / 400 MWh, alone or in combination, up to the total rated capacity specified at each location/ project.

The BESSD must guarantee AC-to-AC round-trip efficiency (RtE) of 85 percent for the system on a monthly basis. It must also guarantee a minimum annual average system availability of 95 percent on an annual basis.

The BESSD must ensure that the entire contracted capacity is implemented using Grid Forming Inverter (GFM) technology.

The BESSD must ensure that refurbished battery cells are not used in the project and the application software of the Energy Management System (EMS) of the BESS must be developed indigenously within India.

The bidder must have commissioned and be operating at least 400 MWh of grid-connected BESS capacity or 1 GW of grid-connected power projects of any type by the bid submission deadline.

The net worth of the bidder must be at least  INR 1.50 crore/MW as on the last date of FY26 or as on the day at least seven days prior to the bid submission deadline. Additionally, the bidder must demonstrate a minimum annual turnover of INR 1.50 crore/MW during FY26 or as on the day at least seven days prior to the bid submission deadline.
