APERC Clears Path for Behind-the-Meter Rooftop Solar with Zero Grid Injection
The Andhra Pradesh Electricity Regulatory Commission has clarified that behind-the-meter Solar Rooftop Photovoltaic captive plants require no prior DISCOM approval and attract no cross-subsidy or additional surcharge, while consumers must provide prior intimation, ensure zero grid injection, and pay applicable standard tariff charges.

The Andhra Pradesh Electricity Regulatory Commission (APERC) has issued practice directions to streamline the establishment, interconnection, synchronisation, and operation of Behind-the-Meter Solar Rooftop Photovoltaic (SRTPV) captive generating plants, clarifying approval, grid injection, interconnection, surcharge, and service charge requirements.
Consumers can connect behind-the-meter captive plants to their internal electrical installations without obtaining prior permission, feasibility approval, or line clearance from the concerned DISCOM. However, they must provide prior intimation to the DISCOM before synchronising the plant or undertaking off-grid islanding. Any installation carried out without such prior intimation will be treated as a violation of regulatory requirements and may attract penalties under Sections 142 and 146 of the Electricity Act, 2003.
Consumers must ensure zero power injection into the grid at all times while synchronising internal loads connected to the grid, irrespective of whether the grid is live or switched off.
Consumers can configure multiple internal interconnections and inverter setups according to their load requirements and selected voltage levels. However, data from all installed inverters must be integrated and transmitted to the DISCOMs or the State Load Despatch Centre (SLDC), as required. Any dedicated lines connecting captive generating plants must comply with Section 54 of the Electricity Act, 2003.
APERC further stated that Behind-the-meter SRTPV installations will not attract cross-subsidy surcharge or additional surcharge, including projects developed through third-party investments. Consumers will only be liable for the standard tariff charges determined by the commission.
However, DISCOMs can seek specific service charges for such installations through their future Retail Supply Tariff filings, subject to providing appropriate justification to the commission.
The directions follow concerns raised by APEPDCL regarding grid safety, protection coordination, multiple metering points, and potential revenue losses associated with third-party financed solar installations. APERC has clarified that configurations and electrical arrangements beyond the billing meter fall within the consumer's domain, subject to compliance with applicable safety and technical standards.
