APERC Allows Up to 5 kW Rooftop Solar for Single-Phase Consumers in Andhra Pradesh
The Andhra Pradesh Electricity Regulatory Commission has raised the permissible rooftop solar capacity for single-phase consumers with connected loads up to 5 kW from 3 kW to 5 kW, addressing implementation issues under the PM Surya Ghar scheme.

The decision follows a request from Andhra Pradesh Eastern Power Distribution Company (APEPDCL), which sought permission to allow SRTPV systems of up to 5 kW for consumers with single-phase supply. APEPDCL pointed out that the state's Retail Supply Tariff permits single-phase LT supply for connected loads of up to 5 kW, while Clause 5.7 of the 2023 rooftop solar regulation restricted the permissible SRTPV capacity for such consumers to 3 kW.
According to APEPDCL, the mismatch had created implementation difficulties and consumer grievances, particularly under the PM Surya Ghar: Muft Bijli Yojana. Several consumers with sanctioned single-phase connected loads of up to 5 kW had already installed or proposed to install 5 kWp rooftop solar systems but were unable to obtain approval for solar net metering because of the existing 3 kW limit.
After examining the matter, APERC said consumers with existing sanctioned single-phase connections and connected loads of up to 5 kW should be permitted to install rooftop solar systems commensurate with their sanctioned load. The Commission observed that the earlier restriction had become an implementation impediment affecting consumer participation under PM Surya Ghar and the promotion of rooftop solar in Andhra Pradesh.
Accordingly, APERC has relaxed the limit prescribed under Clause 5.7. Consumers with single-phase LT service connections and connected loads of up to 5 kW can now install grid-interactive SRTPV systems of up to 5 kW.
