APDCL Floats Tender for 67 MW Rooftop Solar Projects Across Assam

The Assam Power Distribution Company Ltd. (APDCL) has invited bids for setting up a cumulative 67 MW of grid-connected rooftop solar (RTS) projects across government buildings in Assam under the PM Surya Ghar: Muft Bijli Yojana.

The projects will be implemented under the Renewable Energy Service Company (RESCO) model through tariff-based competitive bidding, followed by an e-reverse auction. The tender has been divided into three regional packages, Lower Assam (28.7 MW), Central Assam (21 MW), and Upper Assam (17.3 MW).

According to APDCL’s notice, the ceiling tariff has been fixed at INR 4.37 per unit, with an Earnest Money Deposit (EMD) of INR 840 per kW of the quoted capacity. The RfS document fee is INR 29,500 (inclusive of GST), payable online during bid submission.

The pre-bid meeting will be held on November 10, 2025, at APDCL’s Bijulee Bhawan office in Guwahati, with the option to join via video conferencing. The last date for submission of online and hard copy bids is December 3, 2025, and the technical bids will be opened on December 4, 2025.

The Assam Power Distribution Company Limited (APDCL) has outlined detailed technical and financial eligibility requirements for bidders participating in its 67 MW rooftop solar tender under the PM Surya Ghar: Muft Bijli Yojana. The project, divided into three regional packages, Lower Assam (28.7 MW), Central Assam (21 MW), and Upper Assam (17.3 MW), will be implemented under the RESCO mode through tariff-based competitive bidding.

Under the technical eligibility criteria, the lead member of a bidding consortium must have executed grid-connected rooftop or ground-mounted solar photovoltaic projects of at least 10% of the tendered capacity within the past seven years. In addition, the bidder must have commissioned at least one rooftop solar project of 50 kWp or higher, which has been operational for a minimum of six months prior to the bid date.

Supporting documents such as letters of award, project completion certificates, or energy export records must be furnished to verify performance. For private-sector projects, bidders are also required to submit TDS certificates or Form 26AS as proof of execution. Installations below 10 kWp will not be considered for eligibility.

On the financial front, bidders must demonstrate a minimum net worth of INR 84 lakh per MW as of March 31, 2025, certified by a statutory auditor. This translates to a required net worth of INR 24.1 crore for Lower Assam, INR 17.6 crore for Central Assam, and INR 14.5 crore for Upper Assam, INR 56.28 crore cumulatively.

Further, bidders must show a minimum average annual turnover (MAAT) of INR 2.1 crore per MW over the last three financial years, supported by audited financial statements or a certificate from a chartered accountant.

Consortiums with up to three members are permitted, with the lead member holding at least 51 percent equity and meeting over half of the turnover requirement. Other consortium members must hold a minimum 20 percent stake each and contribute proportionately to the financial criteria. The consortium must collectively meet all technical and financial standards.

Once awarded, the lead member’s shareholding in the project company cannot be altered for one year after the scheduled commissioning date of the rooftop solar plants.
