AP Govt Signs MoU with ThunderPlus, ETO, Roqit Consortium for Statewide EV Mobility & Charging Network
The Government of Andhra Pradesh has signed an MoU with ThunderPlus, ETO Motors and Roqit to launch an INR 515-crore multi-modal electric mobility and charging infrastructure programme. The initiative will create over 5,000 jobs statewide and accelerate the adoption of EVs across Andhra Pradesh.

The Government of Andhra Pradesh (AP) has signed a Memorandum of Understanding (MoU) with ThunderPlus, ETO Motors, Roqit at the Andhra Pradesh Partnership Summit in Visakhapatnam. Formalised with the Andhra Pradesh Economic Development Board (APEDB) and led by ThunderPlus, the agreement establishes a INR 515-crore Multi-Modal Electric Mobility and Charging Infrastructure Programme that will generate over 5,000 jobs across the state, including 1,450 direct and 3,100 indirect opportunities.
With a strong focus on women-led employment, the initiative marks one of India’s most ambitious state-level EV mobility programmes.
The MoU was endorsed by N Chandrababu Naidu, Chief Minister, Andhra Pradesh, in the presence of TG Bharath, Minister of Industries & Commerce, Andhra Pradesh. The Chief Minister reviewed the consortium’s integrated mobility blueprint, commended the partners for developing a globally benchmarked, future-ready transport model, and assured full support for fast-track clearances and time-bound execution. The programmme aims to build India’s first fully integrated multi-modal EV mobility ecosystem, unifying EV manufacturing, city and intercity EV operations, statewide charging infrastructure and a digital single-ticketing platform.
ThunderPlus will build the foundational charging backbone for the state. This includes urban charging hubs for feeder fleets, large charging depots for buses, and park-and-charge infrastructure across metro, residential, and commercial zones. For intercity and highway electrification, ThunderPlus will deploy 120 kW chargers every 25 km and 1 MW ultra-fast chargers every 100 km to enable electric buses, trucks and long-haul logistics. The company has already commissioned a 3 MW ultra-fast charging hub in Vijayawada and 0.5 MW facilities in Nellajarla and Visakhapatnam, and is advancing plans to electrify the Vizag–Chennai Industrial Corridor.
Implementation will begin in two key clusters: the Amaravati Capital Region (Gannavaram Airport, Vijayawada, Amaravati, and Guntur) and the Visakhapatnam Urban Region (NAD Junction, Pendurty, Simhachalam, and Dwarakanagar). These will serve as the first operational corridors of the state’s integrated multi-modal EV shuttle system. A significant proportion of the 5,000+ jobs created under the programme will be reserved for women across fleet operations, charging station management, customer support, software operations, and mobility management.
Commenting on the partnership, Rajeev YSR, CEO, ThunderPlus Solutions, said, “This partnership is a decisive step toward making Andhra Pradesh India’s clean mobility capital. With integrated shuttles, unified ticketing and ultra-fast charging, we are building a model that states across the country will replicate.”
This partnership positions Andhra Pradesh as a national leader in clean mobility, a model state for integrated electric transport, and a hub for EV manufacturing and fast-charging innovation. The consortium will work closely with APEDB, municipal bodies, transport departments, and industrial corridors to ensure rapid, scalable, and future-proof implementation across the state.
