Adani Releases RfS for Obtaining Solar Power worth 700 MW

In order to fulfill its Renewable Purchase Obligation (RPO), Adani Electricity Mumbai Limited has announced that it has issued a Request for Selection (RfS) for the purchase of power through competitive bidding from 350 MW grid-connected solar photovoltaic projects with a supplementary choice of 350 MW power under Greenshoe option.

A bidder can propose a bid(s) for the maximum capacity i.e. 700 MW, including the capacity offered under the Greenshoe option. Though, the capacity under the Greenshoe option will be rewarded at the discretion of Adani Electricity.

The company will go into into a power purchase agreement (PPA) with the selected bidders for a period of 25 years from the commercial operation date of the project. The tariff payable to Selected Bidder shall be fixed for 25 years as revealed through the e-bidding conducted through this RfS.

The final date of bid-submission is February 12, 2019, and the technical bids will open on the same day. A pre-bid meeting has been scheduled for January 31, 2019, to deal with the issues raised by potential bidders. And all bidders are required to present an Earnest Money Deposit of Rs 10 lakh/MW along with their response to the RfS.

To be qualified, the net-worth of the bidder should be equal to or greater than Rs 1.07 crore/MW of the quoted capacity for the financial year ending 2017-18.

For Solar PV Projects to be chosen through this RfS, it will be compulsory for all the Projects to convene the Domestic Content Requirement as mentioned below:

In case of crystalline Silicon technology, all process steps and quality control measures involved in the manufacture of the Solar Cells and Modules from P-type (or N-type) wafers till final assembly of the Solar Cells into Modules shall be performed at the works of PV manufacturers in India. The requisite P-type (or N-type) wafers and other raw materials can be imported. And, in case of Thin-film technologies, the entire Modules, the assembly comprising of Thin-film Solar Cells shall be manufactured in India. The starting substrate (without any semiconductor junction) and other raw materials can be imported.
