Saudi Arabia’s ACWA Power has inked a joint development agreement (JDA) with Syria’s Ministry of Energy to explore nearly 2.5 GW of solar and wind energy projects in the country.

The plan includes around 1GW of photovoltaic (PV) capacity and 1.5GW of wind projects, along with energy storage solutions to strengthen grid adaptability. A national technical training centre is also being proposed to build local expertise for future operations.

The agreement was signed at the ministry’s headquarters in Damascus, in the presence of Syrian energy minister Mohammad Al-Bashir, ACWA Power founder and chair Mohammad Abunayyan, and other senior officials.

As part of the JDA, ACWA Power will assess Syria’s existing power infrastructure and identify optimal project sites. The initiative is designed to combine new capacity with selective rehabilitation of current assets, ensuring cost-effective and reliable power delivery.

ACWA Power Syria country general manager Moayad Samman said the pact “sets a clear pathway to bring best-in-class solutions to the Syrian power sector” by blending generation, storage, and skills development.

The company will also study the creation of a national training centre aimed at producing skilled technicians for project construction and operation.

The deal follows ACWA Power’s recent financial closure, alongside Saudi Electricity Company and Korea Electric Power Corporation, on two major power projects in Saudi Arabia, Rumah 1 and Nairyah 1, representing a combined 3,600MW capacity and USD 4 billion investment.
