ACWA Power, Bapco Energies Seal JDA for 2.8 GW Solar-Battery Project
ACWA Power and Bapco Energies signed a JDA to develop a 2.8 GW solar plant with large-scale battery storage, exporting clean power to Bahrain.

ACWA Power and Bapco Energies have signed a Joint Development Agreement (JDA) to jointly develop a large-scale solar power plant integrated with battery energy storage in Saudi Arabia’s Eastern Province.The agreement was formalised during the Saudi–Bahraini Coordination Council meeting in December 2025.
The project will be developed in multiple phases and will have a planned generation capacity of up to 2.8 GW. The electricity generated will be exported to Bahrain and delivered to Bapco Energies’ load centre to support national power demand and accelerate the country’s transition to renewable energy.
The project is positioned to strengthen regional energy cooperation by enabling cross-border clean power flow, supporting energy security, and reinforcing the region’s role as an emerging clean energy export hub. It also aligns with the long-term strategic goals of both countries, including national visions for economic diversification and net-zero ambitions.
Raad Al Saady, Vice Chairman and Managing Director of ACWA Power, said that the agreement reflects strong bilateral ties between Saudi Arabia and Bahrain and supports the strategic clean energy goals of both nations.
Mark Thomas, Group CEO of Bapco Energies, said that the partnership marks a key milestone in energy diversification efforts and strengthens long-term energy security through renewable energy collaboration.
The project forms part of Bapco Energies’ broader national strategy to diversify its energy mix, improve efficiency, and ensure competitive and secure access to power, while expanding ACWA Power’s renewable energy portfolio across the region.
