MNRE Amends ALMM Order for Solar PV Cells, Mandate to Apply One Month After List Publication

The Ministry of New and Renewable Energy (MNRE) has announced an amendment to the Approved List of Models and Manufacturers (ALMM) for solar photovoltaic (PV) cells to clarify and ease out the procedures for projects bid out by government agencies.

The Ministry of New and Renewable Energy (MNRE) has announced an amendment to the Approved List of Models and Manufacturers (ALMM) for solar photovoltaic (PV) cells to streamline procedures and provide greater clarity to project developers.

As per the revised guidelines, the ALMM for solar PV cells will become mandatory only one month after the publication of the ALMM list for solar PV cells, which is currently in process. However, the previously notified deadline—making the use of ALMM-listed solar PV cells compulsory for all projects commissioned from June 1, 2026 onwards—remains unchanged.

The ALMM mechanism aims to ensure the reliability of producers for protecting consumer interests, while enhancing the country’s energy security. It also helps accelerate the promotion of the domestic solar manufacturing industry in the country, which currently stands at 91 GW of solar PV modules and 27 GW of solar PV cells.

“An amendment to the order dated December 9, 2024, on ALMM for solar PV cells is issued on July 28, 2025 to further clarify and ease out the procedures for projects bid out by Govt. agencies including under Section 63 of the Electricity Act 2003,” MNRE said.

The amendment is expected to give ample clarity to bidders in submitting their bids in tenders, which are required to have provisions for bidders, to submit their bids, keeping in view the mandate for using both solar modules and cells from ALMM lists.

“This step will boost the domestic solar manufacturing projects in the country while adequately addressing the issues faced by the renewable power developers in complying with the ALMM for solar PV cells. This will expedite solar cell manufacturing and will help it to keep pace with the growing module manufacturing capacity in the country,” the Ministry statement added.


The MNRE had previously implemented the ALMM for solar PV modules starting from April 10, 2021, and scheduled the ALMM for solar PV cells to take effect from June 1, 2026.
