TERI's tool to predict energy performance in residential projects

Under the aegis of “Promotional programme for energy efficiency in new residential buildings” the toolkit is being envisaged to change the residential market especially the energy-intensive high-rise buildings. 
The Energy and Resources Institute (TERI) in association with KfW the German Federal Bank, National Housing Bank (NHB) and Fraunhofer IBP, has launched the IT Toolkit: Resbuild India under the aegis of 'Promotional programme for energy efficiency in new residential buildings' . It is one of its kind major program in India focused on bringing energy efficiency in the untapped huge residential sector.
Addressing the gathering, Ms. Mili Majumdar, Director, Sustainable Habitat, TERI said “The launch of this tool marks an achievement of an important milestone of this programme. It was initiated in 2009 to establish the role of energy efficient housing in reducing the demand in residential sector. Since 24% of the energy consumption is attributed to residential buildings, we saw huge potential of 30% to 50% with an intervention of a tool of this sort. It is a robust tool which will help us access efficient residential buildings”. 
The objective of the toolkit is to calculate the projected energy demand and to identify energy saving potential in comparison to a reference building. This energy saving potential may be used to apply for loans according to the KfW/NHB program on energy efficient residential buildings.
Applauding one of the important milestones of this programme, Mr. R.V. Verma, Chairman and Managing Director, National Housing Bank said “It is great to see that in a very short span of time we are able to launch a tool that will certainly play an instrumental role in building energy efficient buildings. The need of the hour is to encourage various stakeholders to use this tool. Sustained sensitization is needed for generating passion among customers that can play a pivotal role in popularizing this tool.
Echoing popular sentiments Mr. F. Schafhausen, Deputy Director General, Climate Protection, Federal Ministry for Environment, Federal Ministry for Environment, Nature Conservation and Nuclear Safety, Germany said “There exists a huge opportunity for India and Germany to improve  Energy Efficiency in the building sector. The toolkit can create an effective basis for making decisions to enhance technical capabilities for this cause. Both the countries must focus on renewable alternatives that are economically feasible.”
The “Promotional programme for energy efficiency in new residential buildings” involves identifying efficiently designed residential buildings, usage of the assessment tool to calculate the energy savings of the building project and a labelling and certification mechanism for the energy savings. Under this arrangement, the developers participating in the programme are required to demonstrate energy efficiency improvement in their projects by at least 30% over a typical residential building.
The technical evaluation is done based on an assessment approach established by Fraunhofer Institute, Germany, which serves as the basis for the European standards on energy efficiency in buildings. Based on the evaluation result, NHB and the primary lending institutions identify which projects are eligible for refinance. Under the Promotional Programme for Energy Efficient New Residential Housing, primary lending institutions (HFCs, banks) are eligible to receive NHB-Refinance for home-owner loans to fund the purchase of thus certified energy efficient apartments. KfW, on behalf of the Federal Republic of Germany, is providing a credit line of EUR 50 Million to NHB for re-financing housing loans for certified energy efficient housing units and technical assistance of EUR 1.5 million to provide technical assistance for energy efficiency certification and labeling, marketing and training of key stakeholders such as housing developers, energy auditors, and housing finance institutions.
Currently, there is no simple assessment tool available in Indian market which can be used by all. The IT Toolkit: ResBuild India is an easy-to-use assessment tool to predict the energy performance of upcoming residential building projects in the country, without going into the complexities of detailed energy simulations. The Assessment tool allows the user to enter the general information on the building project to be assessed, key features of the building envelope (geometry, orientation, building materials, etc.),technologies used for space cooling, heating, lighting and hot water. Building professionals can carry out parametric analysis to arrive at the most effective ECM (energy conservation measure) combination for their project in a given budget and see how much efficient their project is vis-à-vis a reference case which gets generated in background for every project separately.  
It is based on international standards ISO 13790 and is validated for different climate zones of India. The tool can be used by most of the building professionals to take decisions, before the construction begins, for the most effective energy conservation measures, within a given budget.
The audience included dignitaries, senior bureaucrats, building professionals, developers, public lending agencies and researchers.
TERI has been actively involved in spearheading green and eco-friendly initiatives in infrastructure with the aim of boosting energy efficiency and minimising emissions. The Institute has also launched the widely popular GRIHA initiative, which evaluates residential and commercial buildings through special ‘green’ ratings. The GRIHA ratings are endorsed by The Ministry of New and Renewable Energy, Government of India.
