Government of India invites Expression of Interest from partners for clean energy projects.

Energy Efficiency Services Limited (EESL), under the administration of Ministry of Power, Government of India, has invited an Expression of Interest (EoI) to enter into a strategic partnership with organisations that work in the space of clean energy, energy efficiency, low carbon growth strategy. To begin with EESL is looking for partners from UK, Europe and North America.

EESL implements the world’s largest energy efficiency portfolio (worth £5.6bn over a period of 3 years). It aims to promote and implement low- carbon, energy efficiency and renewable energy solutions in both public and private sectors. EESL has pioneered innovative business approaches to successfully roll-out large-scale programs that allow for incentive alignment across the value chain and rapidly drive transformative impact. The Honorable Minister of Power, Government of India, Shri Piyush Goyal inaugurated the affordable LED scheme – ‘UJALA’ on 13th May, 2017 in the UK and launched the UK operations of EESL. Inorganic growth strategies like mergers, acquisitions, and joint ventures will remain the foundation of EESL’s growth strategy in UK.

Over the past year, EESL’s work has been recognized in the international arena with the IEA (International Energy Agency) publishing a case study on UJALA. Government of India has included EESL’s work in Government to Government engagements in UK, Sri Lanka, Nepal, Bangladesh, Vietnam, and Indonesia. EESL is now recognized in several international markets as a market leader in innovative business models and roll-out of large-scale Energy Efficiency operations. Therefore, EESL aims to leverage this experience and exploit new opportunities in overseas market for diversification of its portfolio.

EESL, being a government organization, follows an open process for identification of prospective partners not only for execution/implementation of projects but also for mobilization of local funds. EESL is hence, inviting partners for selection through an EoI entailing qualitative and quantitative rating system. The evaluation of responses will be done through a two-stage process. Interested parties are advised to study the EoI document carefully before submitting their response.

EoI has already been published on EESL’s website. Also, to ensure wider circulation it will be made available on websites of Indian Missions in countries of interest. Additionally, the EoI will be shared with potential partners that EESL engaged with in the last 1 year. EoI should be submitted on and the last date of submissions for the initial round is 3rd July 2017. The results for the same will be announced on 13th July 2017.

The entire process, from uploading of EoI on the website to the communication of results, will take 1 month. This process will be repeated every quarter for new strategic partnerships and new projects.
